Improved the judgment of the service status(up or down) in memcache

Improved the judgment of the service status(up or down) in memcache. In servicegroup/drivers/mc.py,
if the key(topic:host) is existed in memcache,service status is judged as up.This judgment is not reasonableit.It is more reasonable that the service status should be based on the CONF.service_down_time :if the period of the service status reported is more than CONF.service_down_time, can be considered as down.
