improve the usability of VMware Vcenter live migration in OpenStack

This blueprint aims at improve the usability of live migration feature for OpenStack VMware Vcenter driver. with the current Nova live migration workflow model. we need do some work to adapt how we expose Vcenter migration API to user and at the same time cooperate with Nova live migration workflow.
