Implement os-virtual-interfaces for Neutron

Requesting a GET to the os-virtual-interfaces API in nova fails with a 400 if neutron is configured as the network API:

This blueprint aims to implement the network API method for nova.network.neutronv2.api.API and add a microversion to return the result. If the requested version is less than the microversion and CONF.use_neutron is True, then fail with a 400 as today.

I have a work in progress patch for implementing the method in the network API: https://review.openstack.org/#/c/288965/

Given nova-network is deprecated and we agreed at the Austin summit [1] to not proxy anymore network APIs to Neutron, I'm going to abandon this spec.
