Add PRSM to HVType to support IBM PR/SM hypervisor on z Systems

For IBM PR/SM hypervisor on zSystems in DPM mode, a new nova driver will be implemented. The HVType has to be updated with new type - "prsm".
This will require adding a new attribute to the tuple nova.objects.fields.HVType.ALL
