Set additional host capabilities via REST API

Allow user to specify additional host capabilities as arbitrary key-value pairs that can be used by the scheduler for filtering. Implement this using a REST API with some simple middleware exposing the particular scheduler nodes' understanding of which capabilities/filters it is using to apply its scheduling algorithm.
