hierarchical availability zones

At this moment we have simple availability zones. We can say to nova that zone == "some zone" at the moment. We need more flexible behaviour for zones.
Hierarchical zones will contain string with separator: for example "dc1.powerzone1.rack3.host2" where comma is separator.
We need ability to say that we need:
     - instances in dc1: "dc1.*"
     - instances on same rack: "dc1.powerzone1.rack3.*"
     - instances on different hosts or different powerzones: "dc1.!*"
     - instances on host that is not host3: "!dc1.powerzone1.rack3.host2"
