Add filter 'server_ids' to the /servers/detail requests

in some cases we need to get details information about some set of instances.
There are two ways to do it:
* do a separate API request per instance
* ask for all instances and pick the ones he/she is interested in
Both of these ways is irrational. So we need new API request.
