remove the instance which is alwasy in creating or deleting

In some situation, the instances are alwasy in creating or deleting state. I have to delete the data in the database to solve this problem. I think it should supply a interface to clear the environment.

I think what you want to implement in this bp is a bug which need to be fixed eventually, we can delete an instance at any state(this is the expected behaviour), so it is better to post a bug rather than a bp here. --Wangpan
