Enable forbidden traits in nova extra specs
With the addition of forbidden traits support in placement, in microversion 1.22, it is possible to filter allocation candidates and resource providers on traits that must not be present. Now we need to add support for this in extra specs on the nova side. This is done by extending the syntax for traits from trait:FOO=required to also allow trait:FOO=
