There was confusion over the spec process, this was originally proposed with a backlog spec which was approved, but then code was posted for mitaka assuming that the spec process was fine with the backlog spec approval, but an approved backlog spec does not mean the blueprint is approved. The nova-specs docs clearly state that a backlog spec needs to be filled out and taken through the full spec review process and targeted for a release, which would be N at this point. -- mriedem 20160104
