Fix to return server groups quota in the quota-class-set API
We are missing the server groups quota in the response of quota-classes API. We need to add them back by Microversion.

There is another bug#1701211 in os-quota-class APIs, where networks related
quotas are still available to create/update/show quota class. network proxy
APIs have been deprecated long back and so network related quotas also. But
we missed to do that in quota class APIs.
Filter out network related quotas from os-quota-class API with same Microversion
