Add an extension to the NUMA filter scheduler for host memory bw

We have added a spec in liberty to collect the memory bandwidth utilization on a given NUMA node.
The spec can be found here: https://review.openstack.org/#/c/180983/

The spec initially consisted of writing an extension to the NUMA topology scheduler filter
but was scoped out into a seperate BP.

In order to make use of the data updated for the host memory bandwidth utilizations on each NUMA node, an extension could be written to the existing numa_topology_filter that could make use of this data and do the necessary filtering of NUMA nodes based on the aforementioned attribute.
