Filter hypervisors by service host

GET /os-hypervisors and GET /os-hypervisors/details API can list hypervisors and the response contains the service host of the each hypervisor. But there is no way to filter the returned hypervisors by the host of the compute service that managing them. This feature would be beneficial for Ironic users where a single compute host manages multiple hypervisors. As well as for neutron to get the uuid of the hypervisor of the non ironic compute host by filtering the hypervisors by the host name where the neutron agent is running.
