Allow nova fake driver to call neutron to allocate port and do vif bindings

The vif_plug function in the fake driver is empty now. However, in certain cases, we want to test the neutron part when creating a fake instance. The bp is to implement the port allocation and binding for the fake instance under certain configurations.
