Consistent extra spec-image metadata conflict handling
Many of the filter scheduler's filters provide customization via a combination of image metadata and flavor extra specs. However, how nova handles conflicts between these two sources is haphazard at best. nova should raise exceptions any time a user specifies a flavor extra specs that conflicts with a non-default image metadata settings.
