Tunnel migration data over libvirtd connection. Without this flag the source hypervisor sends migration data directly to the destination hypervisor.
Currently, we can set 'live_migration_tunnelled' in nova.conf to enable the function. Enabling this option will definitely impact performance massively. But now admin can not choose whether to use this feature flexibly if enabling it in the config.
