Update cinder calls to expect VolumeIsBusy

Cinder is currently working on adding microversions as well as a new proposal to remove volume manager locks for volume actions. This requires the Cinder API to check for volumes that are busy or in an '*ing' state. When a volume is already in a busy state, the API will now return a new exception VolumeIsBusy where Nova didn't expect that previously.
This BP is to track the effort in Nova to accommodate this change.
