Send exists notification after completion of resize/resize-revert/rebuild/rescue

Nova currently sends exists notifications only when certain operations that change the launched_at time (resize/resize revert/rebuild/rescue) begin. When these operations span audit periods, the period from the ending of the previous audit period to the end of the operation, can get ignored. This can be fixed by sending another exists notification when the operations finish.
