Evacuate an Instance using a specified snapshot for rebuild operation

Currently, an image cannot be specified for an Instance evacuate operation. The evacuate operation assumes that the original image is appropriate. However, if the user has created a snapshot of the Instance, it may be more appropriate to rebuild from the snapshot image.
This feature is directed at installations that do not implement shared storage for the instances
directory.
A possibly unrelated modification would allow the HARestarter to rebuild an image using the latest instance snapshot.
