Evacuate each instance from the host (in the case of irrecoverable data loss) to another host

In the case of irrecoverable data loss on a host, admins often need a way to evacuate all instances from the host to be rebuilt on another host.
As part of this we would be implementing a new action under the os-hosts extension that will be called on a downed host and target host and on_shared_storage as the params and return each instance's new password and success flag.
