ephemeral disk based on ploop format

Virtuozzo hypervisor supports ploop disk format for containers.
We have to create ephemeral disk based on ploop format for containers.
After we create ploop disk, we should add 'read 'permission for all users
It's necessary because openstack user query info of this disk by qemu-img.

libvirt: ephemeral disk support for virtuozzo containers

Approved as a specless feature parity blueprint. However, note that the virtuozzo compute CI should run this Tempest test on the change and be passing before we merge it:
