Support enforcing multipath connections for volume attachment

Currently if [libvirt] volume_use_multipath is set to True but multpathd is not running, nova-compute uses single path connection for volume attachment, because of internal fallback in os-brick. This sometimes hide misconfigurations from operators until they experience availability problems caused by lack of multipath.

os-brick has supported enforcing multipath usage so we should make that flag configurable.
