Need ability in API to edit default quotas

Horizon has a default quota UI which is currently RO. This UI should allow admins to edit the quota defaults.

pstallworth: How should this work with Oslo and nova.conf? Will the change above persist if nova services are restarted?

If the default quotas is updated once, the change will be written into database, and then the specific default quotas just updated could not be changed by editing nova.conf, unless we delete the records in db. --Yingjun
