Divide download image logic into separate loaders

"Directly copy a file URL from glance" feature https://review.openstack.org/#/c/19408/ introduced a possibility to load image not only using http/https but directly copy it from filesystem.
It would be better to divide this logic into separate loaders which are dynamically loaded according to the scheme.
