Config option to disable foreign keys

Having foreign keys in database tables can be useful in development for identifying bugs, but using foreign keys in MySQL with sqlalchemy this can lead to poor database performance. Add a config option so that we can control whether or not sqlalchemy adds the foreign keys to the DDL sent to the database. Originally suggested by Monty Taylor on the mailing list.
