Refresh the DevRef and in tree documentation for liberty (partial)
Its great to have a record of "tribal" knowledge, lets try keep this up to date. This should include documenting consensus that has been reached, and why. We should focus not on the decision but the reasons behind it, so we know when to revisit that.
In addition, we will look at documenting multi-release efforts and "roadmap" like plans.
We need to kick start mentoring and getting started guides so its clear how to get involved.
