Deprecate XML support in the v2 API

XML support in the v2 API has never been complete. All known SDKs are using JSON. Consensus is that we should focus on the best support possible of a single encoding, JSON. So, we should deprecate XML and remove it in a future release. This is primarily driven by our realization that we need to support the v2 API for a *long* time to come. To do that well, we need to deprecate and cut the parts that are not actively maintained.
