Mark root_helper deprecated in Folsom

Replace root_helper option with rootwrap-specific options. root_helper (which allows to use pure "sudo" to run commands as root in Nova/Cinder/Quantum) will be marked deprecated in Folsom, so that it can be removed in Grizzly.
