Deprecate os-interface proxy API

Similar to blueprint deprecate-api-proxies and the 2.36 microversion, do the same for the os-interface REST API which is a proxy to Neutron to list/show ports for a given instance. Note that os-attach-interfaces remains since that's an action on a server resource (to attach/detach ports).
