Deprecate multinic, os-virtual-interfaces, and floating IP action APIs

The proxies APIs were deprecated in the propose of Deprecated API Proxies.
But the `multinic`, `os-virtual-interfaces`, `addFloatingIP` and `removeFloatingIP` APIs missed in that propose. This spec aims to describe the deprecation for them.
