Enable delete of retired services via nova-manage

This is to enable deletion of retired services from nova-manage util in addition to the already existing ones - list/enable/disable . There is a REST API for this, but it requires the knowledge of endpoints/tenants/credentials which aren't always available to admin tools running at backgroud to manage physical servers in openstack deployment.
