Send a notification if a build attempts fails
Send a notification during instance creation if an individual build attempt fails. This will aid in tracking the flow of instance creation by external notification systems. Specifically, it will enable tracking of errors when multiple scheduling attempts (re-schedules) are required to build an instance.
