cpu-core affinity for vm

Cloud administrator need customize option to select the physical core from available physical cores to invoke the VM instance.
Openstack can provide this option from horizon as well as through command line.
This will help in achieve intelligent load balancing of VMs in available physical cores in openstack infrastructure.This can be part of Heat template also for better orchestration.
