Cpu pinning isolation

Currently nova support pinning the guest vcpu to the host cpu. But The vcpu of instance without cpu pinning request can floating on all the host cpu. Even some of cpu already pinning to vcpu. There should be a way to specific some cpu pinning is totally isolated.
