Console log support for Ironic

Currently, Ironic does support for Nova-compatible serial console, but it does not support for serial console log. This blueprint proposes implementing support for serial console log to Ironic Nova virt driver.

This requires implementation in both Nova and Ironic. For Nova side, the only required work is to implement the method get_console_output() in the Ironic virt driver.
