Provide Configurable Default Glance API Version

glanceclient is on a different release schedule than Nova and is scheduled to be updated to full v2 API support in the near future, including support for image properties longer than 255 characters. This change adds a config option - glance_api_version - that specifies the client version to use. When glanceclient supporting v2 is released, this option can be incremented to use the new version.
