Configurable guest's NIC PCI address

A user can specify to launch a guest with multiple virtual NICs but in the guest it's not trivial to correlate the NICs requested with the actual PCI network devices created. This blueprint addresses this limitation by enabling the user to specify the PCI address of the virtual NICs to correlate them back to the guest.
