Compute Node Control

The compute drivers can be augmented to provide functions that will control the node that the vms are running on. Functions such as power controls, host evacuations, and HA parameters. These actions can be implemented on XCP and VMware in their respective compute drivers. This will give more granular control over how nodes are managed using OpenStack.
