Customizable inventory for nova-comute

Currently using the placement API to change the values of the default resource classes in a compute-nodes inventory would give the expected result in terms of scheduling, but changes of these values are not persistent as nova-compute is regularly updating placement with its default values. This change proposes to not overwrite values with default-values.
