enable cold migration with target host
Now cold migration do not support migrate a VM instance with target host, we should enable this feature in nova.

For other commands: live migration: already supported
resize: not support target resize
rebuild: not support target host rebuild
evaucate: Support target host evacuate
Yes, I think that we can make those commands support target host operations in future bps. --jay-lau-513

Updated blueprint (url, etc) and approved it, the high priority is based on user committee feedback. Only started, as needs v2 patch still, based on spec scope. --johnthetubaguy (24th June 2014)
