It will be possible to configure the chance scheduler to assign always a particular host for a particular user.

The chance scheduler reads a file (path defined in a flag, and file nema = user id).
It reads the first line of that file, and selects always the host defined in the first line of the file, for the user whose id is equal to the file name.

If the file is not found, the default (random) algorithm is applied. If the file exists but the defined compute doesn't exist or is down, a NoValidHost exception is raised.
