Cells metadata support

Cells are one approach to scale out large OpenStack deployments.
Also, they can be used to isolate different infrastructure use cases like “share public”,
“specific to project”, “particular hardware”, …
Currently the only attribute that identifies a cell is the “name”.
This blueprint proposes to add metadata (key value pairs) to describe cell characteristics.
Cell metadata will add multiple advantages to cell deployments: better cell description,
better/selective scheduling, improved infrastructure partition…
