Support cache allocation

CAT(cache allocation technology) will help the cluster to have ability to improve the QoS on cache level. Which is to say, an instance in OpenStack will be assigned some specify cache on a host and
make sure it can benefit cache(l3 etc), this is very useful especially in NFV scenario.

Libvirt has plan to support CAT, Nova can leverage libvirt to support CAT when boot an instance.
