Bursting

Bursting is common term for the process of running a service in-house and utilising a public cloud facility to handle spikes in demand.
Let Nova facilitate this process by enabling people to add their private resources to a public cloud. When requests for resources are sent to the public API server, the private resources will be preferred, so that public (more expensive) resources will only be consumed once the private ones are exhausted. The private resources will only be accessible by the owner (or other users who have explicitly been given access).

In scope for essex is figuring out a method for bursting between OpenStack clouds given a very limited set of constraints. Ideally we have a description for a standard way to create an image and a method for moving that image between installs with minimal effort.
