Improve Inject network configruration

1. Enable nova-compute to be injected appropriate network configuration on Redhat based guest vm.
Now, When VM is creating, nova-compute try to inject network configuration just '/etc/network/
It only works on debian based systems.
2. Enable nova-compute to be injected appropriate multiple nic configuration.
Now we created vm using multi nic. User should to power up the second interface on the instance manually, otherwise that last won't be reacheable via its second IP.
This blueprint is aimed at insert net device configuration to instance automatically.

Now, network injection is an old story, cloud-init can set multi nics for VM instead of network injection. So I change this status to "obsolete"
