availability-zone-return-all-services-in-api
The availability zone in nova api currently only return enabled services.
For openstack/watcher, it need to build one compute CDM(cluster data model)
through this api, to optimize compute resources.
The disabled services in one availability zone is also useful to openstack/watcher.
But limited to this api, it only can get enabled services in the availability
zone, so it build an imprecise compute CDM and restrict its application.
