Add availability zone aware affinity filters

There is no solution for the automatic deployment of VMs to a different or same availability zone. This blueprint will add a new scheduler filter that will allow users to specify a policy that will ensure that VMs will be always in the same or different availability zone.
This feature can be also used in the Octavia project where this could be used for the deployment load-balancers backend in different availability zones to achieve better high availability.
