Allow images to disable users requesting DiskConfig=Auto

It is not possible to resize the disk of all images. But, at the moment, users can always request for nova to resize and image.

The proposal is to allow a new setting for auto_disk_config:
* auto_disk_config="Disabled"

When disabled, an api request is considered invalid if you request DiskConfig:AUTO for an image that has auto_disk_config=Disabled.

This has the side affect that people can see which images are able to be requested for DiskConfig:AUTO, and which will always have to be DiskConfig:MANUAL, but looking at the image properties.
