Add support for archiving all deleted rows

The 'nova-manage db archive_deleted_rows' command requires users to specify --max_rows "Maximum number of deleted rows to archive". This can be limiting for people who just want to let the archive command archive all of the deleted rows in one step.

This proposal is to make --max_rows optional and let:

 nova-manage db archive_deleted_rows

archive all of the deleted rows in one run.
