aggregateTypeAffinityFilter multi values support

This blueprint adds support for multiple instance_type names to be specified
as parameters to the AggregateTypeAf
the supported syntax and the capabilities of the filter will be added.
This change is backwards compatible degrading to the current legacy syntax
when a single instace_type is specified. e.g. "m1.nano,m1.small" or 'm1.nano'.
